Often the people who have the most difficult time voting are the sick and infirmed, handicapped, low wage earners who can't afford to leave their job to vote nor will the companies that employ them allow them paid time off, seniors with no transportation, people who have two full time jobs, and citizens where English is a second language. Not all are democratic voters but the perception is they are thus new laws make it harder for them to vote.
