To grow a business must invest in itself. A State has to do likewise. Unfortunately the Iowa legislature would rather give money away than invest. That is why so many parts of Iowa are not growing.

The counter to this argument, of course, is that the money is left in the hands of individuals and businesses to grow their endeavors, with an efficiency government cannot match, thus creating the legendary rising tide.

A sterling feature of our federal system is that we can experiment with different approaches to see what works best. While it is possible to carry conservatism to excess (recent Kansas) there are many more examples on the other side (CA, NYC, etc.). I like Iowa’s odds.

Great post, Ed. Property taxes are so complicated and difficult to report on. Most journalists (myself included!) don't fully understand what the rollback is and how it works. But it matters when we are covering an issue that really affects people's lives.
